ITANAGAR, Nov 30: While referring to the Tezu PS case no 58/2012 u/s 420/409/34 IPC r/w Sec 7 of the Essential Commodities Act 1955, the Lohit district administration today said that the alleged mismanagement of food grains is in fact an FCI scam rather than a PDS scam as it is apparent from the report that alleged management have occurred while the food grains were on move from one FCI depot to another FCI depot. Reacting to the news item under the headlines “One arrested in alleged PDS scam’ published in this daily on November 28, the Lohit district administration today clarified that in fact the movement of food grains from FCI depot located outside the state up to the FCI/FSD depot inside Arunachal Pradesh is regulated soley by the FCI authorities. Therefore, it said, branding the of the food grains scam in the report as PDS scam seems unnecessarily distort the public opinion and taint the image of the food and civil supply department of the state in particular and the state Govt in general.

Refresher training for laboratory technicians
ITANAGAR, Nov 30: The five days refresher training for laboratory technicians of Integrated Counseling and Testing Centre (ICTC)/Prevention of Parent to Child Transmission (PPTCT) was conducted at Arunachal State Hospital (ASH) in two batches from November 20 to 30.
ICTCs/PPICTs laboratory technicians from all the districts and headquarters attended
the training. Chief Medical Officer Dr. Moji Jini, State Referral Laboratory in-
Panel Serum for external quality assurance programme received from NRL, RIMS, Imphal were distributed to each site.
The training programme was inaugurated by Dr. Jini on November 20. He highlighted on the importance of such refresher training to update the knowledge, skill and recent updates in the field of HIV testing etc.

Union pleads orgs not to call bandh during house test exam
ITANAGAR, Nov 30: The Students Union of Dera Natung Government Itanagar today appealed to various organizations and unions in the state not to call bandh during the house test examination.
In a release union said that academic calendar and winter vacation of college had already been finalized and it would not be possible to postpone and prepone the house test in midway. It further pleaded the organizations not to propose any bandh during this month for the greater interest of students’ community.

Providing total connectivity to Arunachal top priority: Antony
NEW DELHI, Nov 30: Defence Minister A K Antony today committed to provide connectivity to all areas of Arunachal Pradesh, a strategically situated frontier state of the country in the North East.
Antony made the commitment when Arunachal Pradesh Chief Minister Nabam Tuki called on him here this evening.
The Chief Minister apprised the Defence Minister about the status of several road projects including those under Border Roads Organisation (BRO).
Expressing concern over the inordinate delay in completion of several road projects, he appealed Antony’s personal intervention in order to expedite the pace of works being carried out.
Antony, in a positive note, assured that providing connectivity to all areas of Arunachal Pradesh was one of his foremost priorities and he would fulfill it by taking up with concerned authorities. Tuki further emphasized on the strategic importance of the famous but dilapidated Stilwell Road to enhance border trade, particularly along Pangsau Pass in Changlang district bordering Myanmar. He explicitly explained that opening of the Stilwell road would open up vast avenues of trade with South East Asia, which has also been envisaged in the Look East Policy of the Government of India.
Both the leaders also discussed various issues of strategic interest to the state as well as the country.
Later, the Chief Minister called on Minister of State for Defence Jitender Singh and asserted on early start of the National Institute of Mountaineering and Allied Sports (NIMAS) at Dirang in West Kameng district.
Singh assured to lay the foundation stone of NIMAS during later part of February next year. He also added that the Union Defence Minister would inaugurate the institute once it is completed.
Tuki was accompanied by APCC President Mukut Mithi, Union Minister of State for Minority Affairs Ninong Ering, MP Takam Sanjoy and APYC Vice President Nyamar Karbak during the meets.

TEZU, Nov 30: The District Outreach programme of the media fraternity under the banner of Arunachal Press Club was organized on the theme ‘Press & Society: Common Goals, Shared Responsibilities’ at BRC Hall here today.
Journalist Ranju Dodum from Independent Review in his power point presentation made the participants acquainted with the many aspects of media and its limitations.
Chief guest on the occasion, Tezu Extra Assistant Commissioner (EAC) Oling Lego expressing disappointment over less turn up of the participants, said, “It is because of the people’s ignorance that less people turned up for the programme. “Civil society has a vital role in forming decisions so more and more people should cooperate with media and reap its benefits,” he said.
Tezu Anchal Samiti Member Hauli Kri while congratulating the media team from Itanagar for choosing Tezu as one of the venues hoped that the people present will benefit from it.
The participants raised various queries related to media and its functioning which made the interaction session more interesting. The participants made it known about their expectation of a better media functioning in the state. Azing Pertin from Echo of Arunachal interacted with the participants and responded to their queries.

Candle light justice march for late Koyel Ngupok at Ballughat, Assam
ITANAGAR, Nov 30: Dibang Adi Students’ Union (DASU) observed a Candle light Justice March yesterday at Ballughat, Assam where the dead body of late Koyel Ngupok was found on November 25 last.
On the occasion, the Dibang Adi Students’ Union said that the bail petitions of both the alleged accused Kiran Pulu and Suresh Pulu should not be accepted until and unless a proper investigation is done.
The members also appealed to the both Govts of Assam and Arunachal Pradesh not to grant bail to both the alleged accused in order to maintain peace in the valley. It also demanded immediate posting of more police personnel at Shantipur Check gate and immediate deployment of police personnel at Ballughat, Assam.

GWS condoles
Galo Welfare Society (GWS) condoled the early demises of two of the community's assets former MLA, Kirge Ori and grassroots leader Minyi Raksap.
While Minyi Raksap lost his fight against a long fought battle for life in Aalo Kirge Ori breathed his last in International Hospital in Guwahati, where he was taken for treatment.
Both the persons, who have died on the same day on November 29, were much loved and respected by their peers and younger ones.
On behalf of the community, the GWS prayed for the eternal peace of the two departed souls and for the solace of the bereaved families and friends.
Meanwhile, Kargu Kardi Students’ Union expressed their deep shock on the untimely demise of Minyi Rakshap of Boru Rakshap village, West Siang District, who died on November 29 at District Hospital, Aalo.
Late Minyi served the union as General Secretary from 2003 to 2005 and later he joined the education department as junior teacher but he resigned from the job.
He was also the former block youth president an active members of Indian National Congress of 27th Liromoba Assembly constituency.
He is survived by his wife and two sons.
Late Minyi was a renowned social activist and a public leader of West Siang District. His untimely demise is a great loss to the society. The people will always remember his countless contributions towards the society.

ITANAGAR, Nov 30: The Directorate of Field Publicity, Arunachal Pradesh region, Ministry of Information and Broadcasting, Govt. of India today launched state wide publicity campaign on ‘Health & Family Welfare’ in a function here.
The campaign will be conducted till February, 2013 with a view to make the rural and semi–rural masses to make aware of state Government’s various health schemes and avail the benfits.

APC photo exhibition thrills young students

ITANAGAR, Nov 30: As it is said a good photograph worth a thousand words, the photo exhibition being organized by Arunachal Press Club (APC) and Arunachal Pradesh of Working Union of Journalist (APWUJ) as part of its 30th year’s celebration with theme ‘Triumph and Tears’ at APC building here continuously thrilled and attracted young students and school children. Everyday a folk of school children and youths in a serpentine queue thronged at APC building to have a glimpse of brief history of own state media houses and evolution of media in the state.
The exhibition not only reflects the evolution and expansion of state media rather
it also reflects how media persons are silently working for the welfare of state
while disseminating the information. It painted silently, not in words but in picture,
the other side of media houses and media people’s story-
“I am thrilled to be here, it’s an incredible photo exhibition and quite inspiring” said Marina Modi a visitor today. The first newspaper of state Echo of Arunachal and winning photos in photo contest were cynosure of all eyes. The visitors gazed at those pictures with disbelief as one visitor said ‘It’s really amazing to see and touch old newspaper, which was completely different from new one”.
Many students and visitors felt that such exhibition should be organized twice in a year to get people know how media houses and journalists are working in the state. Apart from the old pictures of down the memory lane, the few minutes slot of “News & Views” remains centre of all attraction.
Circle level Inter Club T20 tournament held
ITANAGAR, Nov 30: Government Secondary School Parang Cricket Club beat Parang Panchayat Cricket Club by 23 runs in the final match of the T20 Cricket Tourney of Inter Club of Parang circle.
The tournament was played at Parang General Ground and organized by United Peoples’ Forum of Parang circle under the sponsorship of ASM Chairperson Nabam Yakum, Er Techi Tatu, Er Nabam Epo.
Addressing the valedictory function, Headmaster of Govt. Sec. School Parang Gollo Tania advised the youth to devote in their education and also urged them to maintain physical fitness.
Later, he gave away the cash prize along with trophy and certificate to the champion team and cash prize and certificate to runner up team.

World AIDS Day, observed on 1 December every year, is dedicated to raising awareness of the AIDS pandemic caused by the spread of HIV infection. Government, Health officials, NGOs, Students, Volunteers observe the day, often with speeches or forums on the AIDS topics. Since 1995, the President of the United States has made an official proclamation on World AIDS Day. Governments of other nations have followed suit and issued similar announcements.

In the state capital, Itanagar, World AIDS Day would be observed in Nokmey Namati Hall, Assembly Secretariat which is being organised by Arunachal Pradesh Legislators’ Forum on HIV/AIDS with logistic and technical support from Arunachal Pradesh State AIDS Control Society, Naharlagun. Wanglim Lowangdong, Speaker of Arunachal Pradesh State Assembly who is also the President of the Forum would chair the meeting.

Ramakrishna Mission School’s reputation at stake?

Having studied in the ‘famous’ Ramakrishna Mission School situated at Narottam Nagar about 8 km from Deomali, I know the school and its surroundings like the back of my hand. Sadly, the hitherto reputed school has been in the news for all the wrong reasons over the years. The recent tragic accident in which 3 young boys were drowned in the Buri Dihing River has sent shock waves across the state. This is not the first time that such tragic drowning cases had been reported from the school.
That the school is situated right on the bank of the gentle but mighty Buri Dihing river should have sounded caution for both the teachers and the parents.
The Buri Dihing river may look gentle and quiet from the surface but it is turbulent
and unforgiving inside. Many don’t know that there are spots in the river where there
are quick sands. Once caught in the quick sand there is very less chance of survival.
I vividly remember during the 70s a boy was drowned during a picnic in the same Buri
Dihing. I could see a teacher crying helplessly as he did not know how to swim. However,
a young brave heart Manwang Lowang who was also young plunged into the river and
saved the drowning boy. But Apart from the Buri Dihing that has devoured many precious
young lives there are numbers of lakes, streams and rivulets near the school campus
which are potentially dangerous for the adventurous students. I have personal experiences
that there is no or very little interactions between the parents and the school management.
They only discuss about the academic progress of the students sidelining the safety
of the students. This is exactly why they fail to hammer out many differences. The
parents go to meet their children with all home-
These days parents admit their wards to those schools where academic result is brilliant. Safety of the students is hardly discussed. They proudly claim ‘we have admitted our child in a reputed school.’ When some accidents like drowning occur they repent which is quite late by then. They don’t realize that a brilliant result is of no use when the safety of the ward is not ensured.
Now, coming back to Ramakrishna Mission School, Narottam Nagar, the school management also cannot shirk off its responsibility. Once the parents drop their children to the school it is the bounden duty of the school authorities to take over the onus and the safety of the students is in their hands. The parents too should regularly interact with the school authorities and they should caution their children against venturing into the river. In fact, the teachers and the parents should tell the students that a ghost lives in the Buri Dihing river that devours human beings alive. This little thing can bring wonders. The fencing around the hostels can also be heightened. The parents should tell the school authorities not to take the students for picnic to the rivers. There are a number of grounds where they can enjoy picnicking. This is the time for the parents to go and meet their wards as they must be in shock like all of us. The school authorities must pull up their socks to ensure that no such tragedies ever occur again. The frequent drowning cases have without an iota of doubt sullied the image of the school. Many tragedies could have been avoided if some precautions were taken. It has to work hard to rebuild its reputation. Safety of the children is more important than brilliant academic result.

More efforts needed to eliminate AIDS
According to a new report by global advocacy group ONE, the world is not on track
to meet ambitious targets to significantly reduce sexual transmission of HIV, virtually

on AIDS, note that while cases of mother-
One defines ‘the beginning of the end of AIDS" as the point at which the number of new HIV infections annually is finally surpassed by the number of people newly added to treatment annually,’ the report states. ‘At current rates of progress, the progression curves for these two indicators will not cross until 2022.’
According to the report, achieving the beginning of the end of AIDS by the end of 2015 will require, in addition to current treatment growth rates, an additional 140,000 people to start HIV treatment annually. The world will also have to double rates of progress on prevention of new infections.
